Trans-Pacific Partnership Agreement

The Trans-Pacific Partnership Agreement was finally sealed by 12 Pacific Rim nations on Oct 5 after more than five years of negotiation.
10月5日，12个环太平洋国家在历时五年多的协商后，终于达成跨太平洋伙伴关系协议。

跨太平洋伙伴关系协议(Trans-Pacific Partnership Agreement, TPP)是由新西兰、新加坡、智利和文莱四国发起，从2002年开始酝酿的一组多边关系的自由贸易协定(free trade pact)，旨在促进亚太地区的贸易自由化(trade liberalization)。美国、澳大利亚、秘鲁、越南、日本等国在此后几年陆续加入。

TPP参与国目前为12个，占全球经济的比重达40%(encompass 40% of the world economy)，超过欧盟。TPP协定包含大量法律条款(legal provisions)，包括投资、服务、电子商务(electronic commerce)、政府采购(government procurement)、知识产权(intellectual property)、劳工、环境等30个章节。

其中农产品市场准入(market access to agricultural products)、汽车业原产地规则(the country-of-origin rule in auto manufacturing industry)、制药业知识产权保护(intellectual property protection in the pharmaceutical industry)是此前多轮谈判的焦点。经过激烈博弈，各方最终达成妥协，成功结束TPP谈判。依据协定，相关国家间约1.8万种商品的关税将在未来一段时间内逐步减少或完全取消。

追求"全覆盖"(full coverage)和"高标准"(high standard)是TPP的显著特征。TPP覆盖领域之广，远超一般的自贸协定。

Belarusian writer and journalist Svetlana Alexievich has won the 2015 Nobel Prize for literature.

瑞典文学院(Swedish Academy)秘书萨拉·达尼乌斯(Sara Danius)在评价阿列克谢耶维奇时说，她的作品如同"我们这个时代的一座勇气和痛苦的纪念碑"(a monument to courage and suffering in our time)，刻画了苏联以及苏联解体后人们的灵魂。阿列克谢耶维奇作为记者，花了近40年时间观察苏联人。她的作品并不局限于历史本身(her work isn't only about history)，而是关乎"一种永恒的东西，是对永恒的一瞥"(something eternal, a glimpse of eternity).

根据创立者的遗嘱，诺贝尔文学奖金授予最近一年来"在文学方面创作出具有理想倾向的最佳作品的人"(in the field of literature the most outstanding work in an ideal direction)。1900年经国王批准，基本章程改为"近年来创作的"或"近年来才显示出其意义的"作品，文学作品的概念扩展为"具有文学价值的作品"，即包括历史和哲学著作。

FIFA's Ethics Committee has imposed a 90-day provisional suspension on FIFA president Sepp Blatter.
国际足联道德委员会已对国际足联主席布拉特处以临时停职90天。

当地时间8日，国际足联(FIFA)在其官网发布公告称，道德委员会在调查后决定，暂停国际足联主席布拉特、欧足联主席普拉蒂尼及国际足联秘书长瓦尔克三人的职务，期限为90天，该禁令可在到期后延长(the suspensions could be extended)，延长时间一般不超过45天。同时前国际足联副主席郑梦准被禁足6年，并罚款10万瑞士法郎，上述四人的禁令即时生效，在此期间他们将不得从事任何国际和国家级的足球活动(banned from all football activities on a national and international level)。

瑞士总检察长(attorney general)9月25日宣布对布拉特启动刑事调查程序(open criminal proceedings against Blatter)，内容主要为2005年布拉特与时任中北美及加勒比足联主席的杰克·沃纳签署的关于低价转让世界杯电视转播权的合同(mis-sell a World Cup TV rights contract)，以及2011年向欧足联主席普拉蒂尼支付一笔200万瑞士法郎的"不当款项"(disloyal payment)，检方认为布拉特涉嫌损害国际足联利益("unfavorable" to FIFA)。

Provisional意思是"临时的，暂时地"，如暂行条例(provisional rules)。Suspension意思是"暂令停职、停学、停赛等"，如暂被退学(suspension from school)。

A gunman opened fire at a community college in southwest Oregon on Oct 1. The massacre is the latest in a series of mass shootings at US college campuses, movie theaters, military bases and churches in recent years.
10月1日，美国俄勒冈州西南部一所社区学院发生一起枪击惨案。近年来，美国校园、电影院、军事基地和教堂大规模枪击案频发。

枪手为26岁男子，已被警方击毙(police shot him to death)。当时学生们正在上写作课(writing class)，突然子弹从窗户射入，击中老师的头部(a teacher was struck in the head)。枪手随即闯入教室，要求所有人趴在地上。然后他又要求所有人站起来，报出自己的宗教信仰(the attacker demanded to know students' religion)。随后，他继续开枪。

这起枪击案在美国再度引发了关于枪支管控(gun control)的热议。美国人持有枪支的权利来自于美国宪法第二修正案(Second Amendment of the US Constitution)。10月3日，在美国俄勒冈州温斯顿，民众参加烛光守夜活动(candlelight vigil)，悼念枪击案遇难者。
