Beijing's planning authority is set to include 70% of the city into a ecological protection red line, as highlighted in a future construction plan currently under revision. 北京市规划委计划将北京70%的市域面积列入"生态保护红线区"，这是目前正在修改的北京市总体规划的一大亮点。

北京市规划委员会副主任王飞近日接受记者集体采访时透露，最新规划将聚焦生态保护(eco-conservation)，遏制城市扩张(curb city expansion)以应对拥堵、污染等特大城市的老大难问题(mega-city headaches)。

新规划还将划定城市增长刚性边界(rigid lines)，严禁与生态保护无关的建设活动(new projects irrelevant to eco-protection)，加强生态保育；16%的面积作为集中建设区，重点提高公共服务(public service)、交通市政基础设施建设等；其余面积则为限制建设区(limited construction areas)，主要包括城乡结合部(outskirts)、远郊农村(rural areas)等地区，将推进城乡一体(rural-urban integration)，升级产业。

此外，北京正在完善建设绿化隔离带(green belts)，计划在四环路以内(within the 4th ring road)和六环路内完善建设2条绿化隔离带。在北京周边跨界地区(cross-border regions)，京津冀三地正联合建设环首都国家公园(national park)，以完善京津冀整体生态空间格局。

The world's richest 10% are responsible for half of all carbon emissions, a new report found. 一项最新报告发现，全球最富裕的10%人口制造的碳排放量占了全球总量的一半。

这份由牛津饥荒救济委员会发布的报告称，这10%的最富人口(the richest tenth of the population)所选择的生活方式(lifestyle choices)意味着他们的平均碳排放量是占全球人口一半的最贫穷人口(the poorest half of the world's population)——约35亿人——排放量的11倍。这35亿人只产生碳排放的10%，但却是最容易受到洪水、干旱等气候变化引发的自然灾害(natural disasters attributed to climate change)影响的人群。

报告称，全球64%的碳排放(64% of global emissions)是个人消费造成的(the result of individual consumption)，最富人群购买商品最多(buy the most goods)，因此也造成更多污染(responsible for more pollution)。

中国计划于2017年启动全国碳交易市场(national carbon trading market)。据悉，自2011年起，我国已在七个省市开展了试点工作。但专家表示，此次计划表明建立碳交易市场及给温室气体排放标价(put a price on greenhouse gas emissions)，已成为国家级战略(national-level strategy)。

Chinese traffic police recorded 17.33m road rage cases including arbitrary lane changes and dangerous overtaking this year, and 97% of the drivers involved were male. 我国交警今年共查处1733万起包括随意变更车道、危险超车在内的"路怒"行为，其中涉及的男司机占97%。

"路怒"这个说法于上世纪80年代产生于美国，指机动车驾驶人有攻击性或愤怒的行为(aggressive or angry behavior)。此类行为包括：粗鄙的手势(rude gestures)、言语侮辱(verbal insults)、故意用不安全或威胁安全的方式驾驶车辆(deliberately driving in an unsafe or threatening manner)和实施威胁(making threats)等。

据介绍，该项目将首先从批量化克隆优质日本和牛(Wagyu)开始，在全球首次实现动物领域的克隆大规模化，降低高端肉类(high-end meat)在国内的价格，让老百姓以实惠的价格买到高端牛肉。

"路怒"可引起口角纷争(altercations)、攻击(assaults)以及可能导致受伤甚至死亡的撞车事故(collisions which result in injuries and even deaths)。这种行为可被认定为攻击性驾驶的极端案例(an extreme case of aggressive driving)。

The China Foundation for Poverty Alleviation has launched a project to hire and train 100 local women as substitute mothers to take care of left-behind children. 中国扶贫基金启动了一项关爱留守儿童的行动，将招募、培训100名当地女性做"童伴妈妈"。

这个由非政府组织(nongovernmental organization)中国扶贫基金启动的项目为期三年(three-year program)，将为四川省的100个村庄每村选聘一名女性，照顾当地的留守儿童(local left-behind children)。如果该项目顺利实施，最终将使3.5万名左右儿童受益。

负责人说，有些父母不得不离开家谋生(be forced to leave home to earn a living)，无法亲自照顾子女，该项目就是要找到一种过渡办法(transitional way)来解决这一问题。

"童伴妈妈"(substitute mothers)将履行父母的义务(fulfill parents' obligations)，发现孩子的需求，帮助他们解决问题。每名"童伴妈妈"将照顾300-500名左右的儿童，重点照顾最需要关怀的50-70名儿童。该项目希望从乡村招募19至55周岁、无犯罪记录(have no criminal record)的女性。
